What is a good topic for an argumentative research essay that has to stretch to 12 pages?

I just heard on NPR today that a new website serving alcoholism and addiction was launched today: www.fix.com. There I read an article about how the state of Ill. is cutting all public funds for prevention and treatment programs for addiction when prevention and treatment are the least costly in dealing with this huge societal problem. Other states to follow suit. Idk. - maybe you'll get some ideas there.
